中医师承人员执业准入制度探讨:促进与规制并重

Discussion on TCM genealogy physician practice admittance: combined with promotion and regulation

目的:探讨师承人员资格考核执业准入制度相关问题并提出解决思路。方法:采用分层随机抽样方法,按照地理位置选取调研现场。在北京市共选取了10所不同级别的医疗机构开展调研。具体包括5所中医医院、3所综合医院和2所社区卫生服务中心。对上述医疗机构的410名中医医务人员,使用自行设计的调查问卷进行问卷调查。课题组回收有效问卷408份,有效率为99.51%。结果:绝大多数中医医务人员认可以师承方式学习中医并适用不同准入方式的相关规定。同时医务人员也提出了资格考核规定应注意的问题。结论:中医师承人员资格考核准入制度的实施符合中医人才培养特点,但具体制度设计应兼顾促进与规制的法意,资格考核制度的实施应严格规范。

Objective： To discussion on the related problems of the practice admittance certification system of TCM genealogy physician and put forward the solutions. Methods： The survey was conducted by random sampling, according to the geographical position. In Beijing, ten different levels of medical institutions were selected including 5 TCM hospitals, 3 general hospitals and 2 community health service centers. 410 medical staff received an investigation by self-designed questionnaire and 408 valid questionnaires with an effective rate of 99.51%. Results： The majority of medical staff of traditional Chinese medicine agreed with different practicing admittance for genealogy physician of TCM. At the same time, the medical staff also put forward the problems that should be paid attention in the qualification certification. Conclusions： The qualification certification practicing admittance system of the genealogy physician of TCM matches the characteristics of the training of the Chinese medicine talents. But the specific design of the system should take into account the promotion and regulation, and the implementation of the qualification certification system should be strictly standardized.
