摘要
在人才评价权限逐渐下移的背景下,大型公立医院用好职称自主评审权是时代赋予的历史使命。职称自主评审就是要打破重学历、唯论文的倾向,树立突出实绩、重视能力、倾斜一线的人才导向。宜昌市中心人民医院结合自身实际,从4个方面分析了人才评价机制创新路径,即:从顶层设计着手,设计科学的评价体系;对服务基层、带动边远地区医疗事业发展者给予关怀;减少个人主观评价,运用大数据平台对医务人员进行多维度、全方位的评价;突出公正透明保障广大职工的参与权,目的是确保优秀人才脱颖而出。
Delegating the evaluating authority to public hospital, simplify the process of evaluation, promote the work of autonomous accreditation, which has followed the development direction of talent evaluation reform. The aim is to break the bondage of traditional evaluation mechanism such as pay heavy attention on education background and paper and to select the outstanding talent focusing on performance and capacity. Based on the experience of hospital situation, this article has introduced talent assessment innovation mechanism which can be described as top level design assessment system, highlighting on primary healthcare, all round assessment by the support of big data and assuring staff's participation right to assure practical-driven orientation talent assessment.
