摘要
在石油工程市场的寒冬期,石油工程科研管理面临着用更少的投资驱动更多资源,以实现技术快速发展的巨大挑战。在技术发展的不同阶段,各参与主体(最终用户、技术集成者、技术创新者、技术投资人)的专注点有所不同,协调参与者间的关系和利益成为研发管理的重点。为应对低油价,国际油服行业在研发管理上形成了一些新动向:以更快响应客户需求为核心,以更开放的态势加速推进各方合作;使用以技术成熟度评价为基础的评价工具,降低研发风险;探索与认证、标准制定机构的合作研发模式,推动技术融合进展;关注公司和技术收并购后的融合和协同,迅速提升技术研发能力。并提出了我国国有油服企业需开放思维,提高技术商业模式设计能力,建设灵活、柔性的组织机构与运行机制等建议。
Petroleum engineering R&D management faces more motivations for investment and more resources in the depressing time of petroleum engineering market to confront with the challenge from rapid technological development. The participants (ultimate user, technological integrator, technological innovator, technological investor) pay attention to the different things in the different stages of technological development. Coordination of the relations and interests among the participants becomes an important part of R&D management. The international oilfeld service sector has seen some new trends for R&D management in response to low oil prices, such as making more rapid response to a client’s demands, accelerating multilateral cooperation in a more liberal way, using assessment tools on the basis of technological maturity assessment to reduce development risks, seeking the cooperative R&D patterns with appraisal and criterion-making organs to promote technological integration progress, and focusing on merger and coordination after acquisition of frms and technologies to improve technological R&D competence. This article also suggests that China’s oilfeld service enterprises should emancipate their minds, improve their ability for design of technological commercial pattern and establish the fexible organizational structure and operational mechanism.
