摘要
为了适应国家天然气工业的快速发展,2008年国家石油天然气大流量计量站按照国家质检总局和中国石油天然气集团公司的要求编制完成了《天然气流量量值溯源体系2020年发展规划》。规划中明确了提升现有计量机构检定能力的方案,规划新建一批覆盖西北、华北、东北、华中、华南、新疆等地区的计量检定站点,以满足全国天然气管网的检定需求。天然气计量检定站点建设涉及计量工艺系统、天然气流量量值溯源传递方案、各级计量标准装置及天然气流量、压力和温度的稳定措施等关键技术。天然气计量检定站点的设计建设应重点从天然气流量测量技术上进行突破,攻克天然气计量标准装置测量准确度的瓶颈限制,降低对上下游管网的依赖,实现低能耗、高效率运行,进一步提高检定能力以满足国家天然气工业的发展需求。
In order to adapt to the rapid growth of the natural gas industry in China,Development Plan of Natural Gas Flow Quantity Value Traceability System in 2020 is drawn up by the National Large Flow Metering Station of Petroleum and Natural Gas in accordance with the requirements of AQSIQ and CNPC. In the plan,the scheme to enhance the verification capability of existing metering facilities is determined,and it plans to build a batch of metrological verification stations covering the regions such as Northwest,North China,Northeast,Central China,South China and Xinjiang,so as to meet up the verification requirement of natural gas pipe network nationwide. The construction of natural gas metrological verification stations involves key technologies such as the metering process system,the natural gas flow quantity value traceability transmission scheme,metering standard devices at different levels and stabilizing measures for the flow,pressure and temperature of natural gas. The design and construction key point of natural gas metrological verification stations should focus on breaking through the measurement technology for natural gas flow,overcoming the bottleneck of measurement precision of the metering standard devices for natural gas,reducing the dependence on upstream and downstream gas pipeline networks,and further improving the verification capability to meet the development needs of the natural gas industry in China.
