A Study on the Operating Procedure of Processing Electronic Railway Freight Bills

铁路货运票据是铁路货运中货物、车辆、托收运人等信息流转的载体,是铁路货运业务得以顺畅开展的基础。针对长期以来铁路货运票据采取纸质传递造成的环节多、效率低等问题,在分析铁路货运票据电子化现状的基础上,立足现场作业实际情况和既有信息系统功能,以提高运输效率和服务水平为原则,通过信息集成与系统交互,研究铁路货运票据电子化条件下需求受理、装车承运、途中作业、到达卸车、货物交付等作业流程,以实现铁路货运票据电子化。

Freight bills, that carry the information of goods, vehicles, shippers and consignees, are important documents for the smooth operation of freight transport. Focusing on existing problems in dealing with paper bills, such as the low efficiency brought by the complicated procedure, this paper analyzes the application of electronic freight bills in rail transport. Based on the available hardware and software, such as the information system, the author elaborates on an approach to handling the bills through an E-service platform. Made under the principle of improving operational efficiency and service quality, this proposal covers different stages of freight transport that could all be managed on the electronic platform： identifying demands, loading to ride, en route operations, unloading upon arrival, and delivery of goods.
