山水林田湖生态保护修复分区方案研究

Study on the Partition Scheme of Ecological Protection and Recovery for Mountains,Rivers,Forests,Farmlands and Lakes

采用生态系统服务功能综合性评价法对山水林田湖生态保护修复分区方案进行研究,通过对获取资料的处理、分析总结,考虑承德市自然系统整体性、系统性、连通性及区域差异性的同时,在对水源涵养、土壤保持、防风固沙、生物多样性等生态服务功能评价的基础上,得出生态服务功能重要性分布范围;在对水土流失敏感性、沙漠化敏感性等生态环境敏感性评价的基础上,得出生态环境敏感性分布范围,进而采用叠加分析获得生态系统服务功能综合性评价。探索山水林田湖内在联系在空间上的体现,挖掘生态保护修复的空间布局特征,探索其空间格局,在此基础上,考虑人地系统与地域分异,结合构建生态安全格局的要求,对其进行整体规划,划分了3级分区方案,其中:2个一级分区,旨在反映大尺度的地貌分布格局,确定不同区域生态保护修复策略;12个二级分区,旨在反映影响生态保护修复的本底条件及生态破坏严重程度,确定不同区域生态保护修复方向和途径,明确区域布局;28个三级分区,旨在落实重点工程,明确各县(区)域重点工程治理模式和措施体系。研究结果表明,承德市生态服务功能重要性总体偏高,生态环境敏感性不高,大部分为一般敏感区及敏感区。

In this paper,study on the partition scheme of ecological protection and recovery for mountains,rivers,forests,farmlands and lakes which is based on the comprehensive evaluation method of ecosystem service function. Through processing the obtained data,analyzing and summarizing,considering the integrity,systematicness,connectedness and regional differences of natural system in Chengde city,on the basis of water conservation,soil conservation,wind prevention and sand fixation,biodiversity,figuring out distribution range that the importance of ecological service function. On the basis of evaluating the sensitivity of soil and water loss and desertification,working out the distribution range of ecological environment sensitivity. Then figuring out the comprehensive evaluation of ecosystem service function by superposition analysis. In order to find out the spatial expression of the inherent relationship amongst landscapes,forests,farmlands and lakes the spatial layout characteristics of ecological protection and restoration. On the basis of exploring its spatial pattern and fully considering the differences between man and land system and region,combined with the requirements of constructing ecological security pattern,the overall planning is carried out,and established the three-level zoning scheme. We divided 2 Primary partitions,in order to reflect the large-scale landforms distribution pattern,to determine the ecological conservation and restoration strategies of different regions,we divided 12 secondary partitions,in order to reflect the background conditions affecting the restoration of ecological protection and the severity of ecological damage. To determine the direction and ways of ecological protection and restoration in different regions,to define the regional layout. we divided 28 three-level partitions,to carry out key projects,and to clarify the governance modes and measures system of key projects in each district.The results of the study show that,the ecological service function of Chengde is on the high side,and the ecological environment sensitivity is inferior,most of them are commonly sensitive areas and sensitive areas.
