科技创新系统与科技金融系统耦合协调度评价研究——基于山东省纵向和华东地区横向比较视角

Coupling Coordination Degree Between Science and Technology Innovation System and Science and Technology Financial System:A Case Study of Shandong Province and East China

通过构建科技创新系统与科技金融系统耦合协调度评价模型,以山东省以及华东地区为例进行实证分析,结果发现:科技创新系统与科技金融系统之间从失调向协调的过渡需要经历一个长期而缓慢的过程;山东省2006—2015年期间科技创新系统与科技金融系统的耦合度整体呈上升趋势,但变动较为平稳和缓慢;华东地区六省一市科技创新系统和科技金融系统间的耦合协调度存在较大差异且整体处于较低的状态,江苏省和上海市两大系统处于中级协调状态,其他省份均处于失调或濒临失调状态。为提升科技创新系统与科技金融系统的耦合协调度,应该进一步发展区域科技金融,增加科技财政支出和新产品开发支出,积极开拓国内外技术市场。

By constructing the evaluation model of coupling coordination degree between science and technology （S ＆ T） innovation system and S ＆ T financial system, and taking Shandong province and East China as example, this paper makes an empirical analysis and draws the following conclusion. There is a long and slow process between S ＆ T innovation system and S ＆ T financial system from maladjustment to coordina- tion. From 2006 to 2015, the coupling degree between S ＆ T innovation system and S ＆ T financial system in Shandong Province was on the rise as a whole, but the change was relatively stable and slow. The one in the six provinces and one city of East China was quite different, and the whole system was in a low state, the two systems of Jiangsu Province and Shanghai in the intermediate coordination state, and the other provinces in the state of maladjustment or being close to it. In order to promote the coupling coordination degree between S ＆ T innovation system and S ＆ T financial system, we should further develop the regional S ＆ T finance, in- crease the financial expenditure of S ＆ T and new product development, and actively explore the domestic and foreign technology markets.
