全球视野下的乡村思想演进与日本的乡村规划建设——兼本期导读

The Evolution of Rural Thought in the Global View and the Rural Planning and Construction in Japan: An Introduction

本文主要从全球视角审视乡村思想的演进历程,提出乡村研究也要与时俱进,要为乡村振兴战略的实施提供支撑。相对欧美而言,我们对包括日本在内的其他东亚国家(地区)的经验更要加强研究和借鉴。本文首先以全球视野简述乡村思想的演进,然后从行政管理体系、财税制度、法律法规和规划编制四个方面概述日本的乡村规划建设特点,最后对本期刊发的若干日本乡村发展和规划文章做简要评述。

This paper examines the evolution of rural thought from a global perspective, and puts forward that rural research should keep pace with the times and provide support for the implementation of rural revitalization strategy. Compared with European and American countries, we should strengthen the research and draw lessons from the experience of other East Asian countries such as Japan. This paper first describes the evolution of rural thinking in a global perspective; then summarizes the characteristics of rural planning in Japan from four aspects, such as administrative system, tax system, law and Regulation, and planning making. Finally, the paper put forwards brief comments on the articles concerning Japanese rural development and planning published in this issue.
