环境规制产业结构调整效应与作用机制分析

Effect and Path of Environmental Regulation on Chinese Industrial Dynamics

构建环境规制通过技术创新、FDI、对外贸易和绿色消费等供需双方的响应和行为变化而影响产业结构调整的多元机制分析框架,并利用省级动态面板数据进行检验。结果表明:环境规制对产业结构调整不仅具有直接的推动作用,而且通过引导对外贸易升级对产业结构调整产生积极的间接效应。此外,技术创新对产业结构调整具有显著的正效应。然而,环境规制对产业结构调整的作用及其路径存在地区差异。东、中部地区的环境规制能够促进产业结构调整,但西部地区的作用不显著。发挥环境规制的产业结构调整效应,需要鼓励和支持绿色消费,并在环境和产业政策选择上考虑区域异质性。

The article constructs a multi-mechanism analysis framew ork to analyze industrial structure adjustment affected by the response and behavior change of the supply and demand of technological innovation,FDI,foreign trade and green consumption,and uses the provincial dynamic panel data to test the mechanism. The results show that environmental regulation not only has a direct positive impact on industrial restructuring,but also has an indirect positive impact through trade. In addition,technological innovation has a significant positive effect on industrial restructuring. How ever,there are regional differences in the role of environmental regulation on industrial restructuring and its path. While the eastern and central regions w itness an apparent boost in industrial restructuring,the environmental regulation plays a w eak role in the industrial restructuring in w estern regions. In order to play the effect of environmental regulation on industrial restructuring,it＇s need to encourage and support green consumption and green investment,and consider the regional heterogeneity in environmental and industrial policy choices.
