摘要
我国高等教育重点建设制度运作依据特征可分为苏联影响下的自我探索阶段、模仿欧美阶段、扎根中国大地办大学阶段,在不同阶段,呈现出人为设计的制度形成机制、在合法性中累积有效性的制度运作逻辑以及供给主导型的制度变迁等共性;其间行动者"力""利""意"的变化及互动又构成制度创新的力量与源泉。进入双一流阶段,制度创新的指向在于如何形成高等教育重点建设制度的中国道路与中国模式,而构建制度自信是其关键。
The operation of the key construction system of higher education in China can be divided into three stages: the self-exploration stage under the influence of the Soviet Union,imitating the European and American stage,and running universities in China stage. Artificially designed system formation mechanism,the logic accumulating effectiveness in Legality of system operation and the commonness of the institutional change of supply leading type are showed in different stages,during which the change and interaction of the actors "force","profit","meaning"and "meaning"constitute the power and source of the system innovation. Entering the double first-class stage,the point of the system innovation lies in how to form the Chinese road and model of the key construction system of higher education,and the key to the construction of the system is the confidence of the system.
