中拉产能合作的机遇、挑战与对策建议

Chinese-Latin American Production Capability Cooperation:Opportunities, Challenges and Countermeasures

资源禀赋的差异和经济的互补性促使中拉不断加强经贸往来,双边贸易规模增长迅速。但随着世界经济的低迷和中拉双方经济的下行,中拉双方面临经济结构转型升级的压力,传统的以互补为驱动、以贸易为核心的中拉经贸合作模式缺乏活力。中拉国际产能合作恰逢其时。中拉开展产能合作不仅有助于中国的经济结构调整,帮助中国的优势产能"走出去",促进中国开放型经济的转型升级,还可以推动拉美地区基础设施建设和工业转型升级,实现中拉双方的互利共赢和共同发展。目前,中拉产能合作态势良好,但仍然存在一些现实的挑战,影响其发展进程。针对这些挑战,文章提出相关的对策建议。

The differences in resource endowments and economic complementarity have contributed to the continuous strengthening of economic and trade ties between China and Latin America, making the rapid growth of bilateral trade. However, as the economic slump of the world and the economic downturn of China and Latin America, the two sides face the pressure of the transformation and upgrading of economic structure. The traditional trade cooperation model of China and Latin America, which is driven by complementarity and takes trade as its core, lacks vitality. So the cooperation of China and Latin America in production capacity is timely. The production capacity cooperation between China and Latin America can not only help China＇s economic restructuring, help China＇s excess capacity to ＂go out＂ and promote the transformation and upgrading of China＇s open economy, but also give impetus to the upgrading of infrastructure and industrialization in Latin America and realize mutual benefit and common development of both sides. At present, the production capacity cooperation between China and Latin America is in good shape, but there are still some realistic challenges that affect its development process. In view of these challenges, this paper puts forward relevant countermeasures and suggestions.
