中国社会治理话语体系的当代建构

The Construction of Social Governance Discourse in Contemporary China Context

中国的社会治理借用了西方的治理概念,但在实践上却体现出政府责任、秩序优先、民生关怀与基层自治等创新特征。与之形成对比的是,社会治理本土化的话语体系鲜有创新,且在建构过程中表现出对外来话语的依赖性。就中国社会治理的实践语境而言,建构本土化话语体系不但要能够与不同理论范式进行对话和沟通,还要能够为新时代社会治理实践提供理论支撑。从现实关切的角度看,本土化社会治理话语体系需要嵌入五大时代命题之中:治理体系与治理能力、共建与共治、共享、法治、精细化治理。

Although the concept of governance origins from the western world, the perspectives ofsocial governance in China show the characteristics of governmental accountability, priority of social or-der, concerns of the people's livelihood, and grass-roots autonomy. While the social governance dis-course does not keep synchronization with the empirical progress, the discourse system which is de-pendent upon the West is to be constructed. This paper conducts a localization analysis of social gov-ernance discourse, focusing on China's context and dialogue with the West. The methodological frame-work integrates with epoch proposition: governance system and capability, co-construction and sharing,social order based on rule of law, and meticulous governance in details.
