政策性金融扶贫项目收入改进效果评价——以江西省为例

Evaluation on the Income Improvement Effects of Poverty Alleviation Projects Based on Policy Finance——Evidence from Jiangxi Province

政策性金融扶贫项目是我国金融事业发展过程中一项重要的惠民举措,本文重点探讨了其对于改进农村贫困居民收入的效果。利用江西省四市、12个贫困县、295个贫困村的4486户建档立卡贫困家庭调查样本数据,结合倾向得分匹配法、处理效应模型和分位数回归模型的分析表明:政策性金融扶贫项目不仅有利于增加贫困户的可支配收入,而且有利于改进贫困户的收入结构、缩小城乡收入结构差异;政策性金融扶贫项目可能存在瞄准偏差,其对于改进某些特殊类型贫困群体收入存在低效的可能。根据实证分析结论,本文给出了改进政策性金融扶贫项目效果和提高扶贫精准度的建议。

The policy financial project oriented on poverty alleviation is an important way to benefit people in the development of China＇ s financial undertakings, and this paper focuses on its effect on improving the income of the poor farm households. On the basis of survey data of 4486 poor households filing riser in 295 villages in 12 state-level poverty-stricken counties, this paper evaluates the income improvement effects of poverty alleviation project of policy finance on the poor farm households by employing the method of propensity score matching, treatment effect model and quantile regression model. Two main conclusions have been drawn from the evaluation. Firstly, poverty alleviation projects of policy finance not only has the advantage of promoting the disposal income of poor farm households, but also has the merit of improving the structure of income resource and narrowing the income structure gap between citizens and poor farm households. Secondly, poverty alleviation projects perhaps has the drawbacks of aiming deviation and lowefficiency on the special poor farm households. Additionally, this paper gives some suggestions for improving the effectiveness and accuracy of poverty alleviation projects of policy finance on the basis of empirical analysis.
