The national governance is a political and scientific project that has to abide by the objective laws, and it is also a legal project that has to meet with the requirement of the objective laws. Rule by law is a popular mode of governance in modern countries, and is a natural need for the national governance to be scientific, therefore, it ought to be a major way of managing a nation scientifically.
