On the Cultural Foundation of System Construction

在中国国家治理体系和治理能力现代化推进过程中,制度建设是一个重要方面,但是现有研究较为重视制度建设的"硬件",即物质的、技术的条件,而相对忽视和轻视制度建设的"软件"——文化基础问题。在中国实现现代化、建设和谐社会和中华民族伟大复兴过程中,文化可以从一个全新的视角,为制度建设提供新的方法和思路。

System construction is an important aspect in the modernization process of China＇s national governance system and capabilities. However, the current studies are much more concerned with the ＂hardware＂ of system construction, namely, the material and technological conditions, than with the ＂software＂ of system construction, namely, cultural foundation. In the process of realizing China＇ s modernization and building a harmonious society, and achieving the rejuvenation of the Chinese nation, culture can provide new methods and ideas for system construction from a brand-new perspective.
