省级电网事故处理应急系统的构建

Construction of emergency treatment system for provincial power grid accident

目前为止,电网运行灾害处置基本依赖调度人员的经验进行处置,缺乏有效的沟通机制、各项信息分散在不同的部门和信息（自动化）系统、停电区域和损失难以及时有效进行预测和评估等都阻碍了调度人员进行快速有效指挥,从而错过了灾害处置的最有效的时机。为了给电网运行事故处置提供集成化指挥平台,本论文研发出一种省级电网故障应急程序构建案例。此系统利用一体化的数据集成模式,将各类信息进行集中关联推送,将调度指挥人员找信息改为关联推送信息,系统自动将灾害关联的电网运行、环境天气、在线安全稳定、规程信息、预案信息、设备基础信息等内容推送给调度指挥人员,使得调度指挥人员能够快速全面了解事态发生、进展情况,从而对电网运行安全潜在风险的发生以及管控模式和电网事故的应急对策能力进行了改良。

So far,the Grid Accident coping style still rely on scheduling the experience of workers,lack of communication mechanism,reasonable distribution of all data in many departments and data system,therefore missed the best time to deal with the accident.To provide an integrated command platform for the operation of power grid accidents,a case study of the provincial power grid fault emergency procedure was developed.This system uses the integration of data integration,the implementation of centralized push combination can put all the data to find the data change for the associated dispatcher dispatcher can transmit data,prompting rapid control of accidents and progress are all emergency countermeasures integrated data display,improve emergency guidance ability.Improve the potential safety risk of power grid operation,and improve the management mode and the emergency response ability of power grid accidents.
