论我国环境保护政策历史沿革的表象及其内在动因

Study on the Representation and Internal Motivation of the Historical Development of Environmental Protection in China

本文通过呈现建国以来我国环境保护政策的多个历史发展阶段,梳理每个阶段典型的环境保护政策及其现实基础,分析我国环境保护政策变革的内在动因,提出当前我国环境保护政策决策的路径,为"资源节约型"和"环境友好型"社会的制度创新和公共政策的选择提出参考性建议,以实现政策分析对环境保护的实质性价值。

This paper presentes the chronological stages of environmental policies in China, goes through typical policies and the realistic basis of each stage and analyzed the inner motivations of policy change. Based on the research, ways of making current environmental policies are put forward, giving suggestions and references for the choice of public policy and system innovation of resource saving and environment friendly socity, which contribute toaccomplishing the essential value of policy analysis on environmental protection.
