行为、制度、结构:三维视角下的辽宁贿选全国人大代表案与治理危机

The Causes and Effects of Liaoning Province Vote Buying: from Three Perspectives of Actions,Institutions and Structures

辽宁贿选全国人大代表案发生在理论上与程序上的作为地方政治委托-代理网络的中心枢纽——人大。贿选导致人大合法性危机,延展扩散到政府各部门及其政治产品,而且难以通过地方人大、党政机构自身纠正和修复。它的产生、发展、后果、处理过程都折射出中国地方治理在行为、制度和结构三个方面深层的全整性危机。本文尝试综合运用委托代理理论、制度主义和结构功能主义,分别从微观行为、中观制度与宏观结构三方面及其相互作用的角度,分析贿选案本身反映和引发的地方治理危机。

The Vote Buying happened at Liaoning Province NPC,which is the central hub of the agency network of local political structures and processes in theory and in procedure,leads to legitimate crises. Such crises are spreaded to other government departments and political products. What is more,those crises are difficult to be corrected and repaired by the local congress,party and branches of government.The local governance crises in behavioral,institutional and structural aspects are reflected by its Origins, development and consequences of the vote buying This paper analysis the reflect of bribery case and the governance crises caused by it from the perspective of actions,institutions,structures and their interactions by using principal-agent theory,institutionalism and structure-function theorycomprehensively.
