摘要
近年来,各中小城市政府投入了大量行政成本治理电动三轮摩的,却被车主以游击、缠闹、上访等日常行为破译,陷入屡治屡现困境,电动三轮摩的已成为城市交通治理的一大难题。然而,目前国内学者对这一城市治理实践的现实问题缺少关注。为此,本文试图通过对中部地区中小城市F市电动三轮摩的治理实践的实地研究与深度个案分析,探究电动三轮摩的治理困境现象的内在原因与形成逻辑。论文在现代性批判的语境中,在社会转型与城市空间加速扩张生产的时空背景下,以空间理论为视角,通过空间理论的3个维度(空间的生产、空间的反抗、空间资本化危机),依次探索3个问题(即电动三轮摩的在当前道路空间权力配置格局中的空间属性是什么、电动三轮摩的治理困境是如何发生的、为何会发生),归纳出电动三轮摩的治理困境问题的空间理论解释框架。研究目的:解释中小城市电动三轮摩的治理困境如何与为何发生;研究问题:导致因变量"电动三轮摩的治理困境"发生的原因是什么?作用机制是怎样的;研究方法:本文以质性研究的实地研究为主要方法,采用非介入式与无结构式参与观察,开展深度个案研究。研究者以完全参与者的角色,历经了4年F市电动三轮摩的治理实践;再以完全的研究者角色,从特定理论视角出发,整理分析实地笔记与收集的文献、数据、访谈资料,得出初步的理论解释;再以参与与观察混合的角色,在田野历经一年多时间的反复再观察、再比较、再归纳分析,在观察与理论之间反复循环,直到结论接近于某种程度的理论饱和;初步结论:资本逻辑下的城市空间与道路空间生产,挤压了城市底层群体的城市空间权利与道路空间权利,形成了解构道路空间管制的潜在主体与动因;而法律与政策矛盾又使其暂获了利用空间的游离性与变化性为策略进行空间反抗的机会;在日常反抗的空间博弈过程中,车主逐步将使用价值扩张为交换价值,将出行权扩张为经营权,因而诱发了这一城市底层治理困境在道路空间显现。本文可能的创新点在于,将空间的生产、空间的反抗与空间资本化危机作为空间理论的三个逻辑渐进维度,解释电动三轮摩的治理困境的形成演变,推导并阐释其深层内因——道路空间的资本化逻辑与其固有危机;归纳出电动三轮摩的治理困境的空间理论解释框架。
In recent years,the small and medium-sized cities government invested an abundant of administrative costs to control of electric tricycle.However,the governance are suspended by the owner of the cars in the form of guerrilla,snarling,petitions and other daily behaviors.So,repeated governance is in trouble.And electric tricycle has become a major problem of city traffic management.However,the current domestic scholars have not paid attention to this problem.Therefore,this paper tries to analysis the field research and in-depth case of electric tricycle governance in F city located in the central China,explore the internal cause and logic reasons of the governance dilemma of electric tricycle.In the context of the modernity criticism,and in the spatial and temporal background of social transformation and the accelerated expansion of urban space,this paper summarizes the theoretical framework of theory for the governance dilemma of electric tricycle in the perspective of space theory through the three dimensions of space theory,such as the production of space,space resistance,capital crisis of space,and explore three issues orderly,for example,what is the spatial attribute of the electric tricycle in the current road space power distributive construction?How does the electric tricycle governance dilemma occur?Why?The goal of this paper is that,how and why does the governance dilemma of electric tricycle in the small-medium cities occur.The question of this paper is that what is the reason of the"governance dilemma"of electric tricycle and what is the mechanism.This paper focuses on field research of qualitative research,adopts Non-interventional and unstructured participation observation to carry out in-depth case study.The researchers experienced the management practice of electric tricycle in the role of full participation in F city for four years.Then,they consolidated and analyzed the literature,data and interviews collected,from the perspective of specific theory,finally obtained the preliminary theoretical explanation.They,in the role of participate in the mixed with observation in the field for more than a year,obtained the preliminary conclusion which is close to a certain degree of theoretical saturation by repeated observation,comparison and inductive analysis.Urban space and road space production under the logic of capital,it squeezes urban space rights and road space rights of bottom group,it forms a potential subject and motivation for deconstructing the space regulation of roads.In turn, the contradiction between law and policy enables it to be exploited in the course of daily game of resistance,the owner gradually expands the use value into the exchange value and expands the travel rights into the rights of management.Thus it leads to the city dilemma of the urban governance at the bottom of in the road space.In this paper,the possible innovation point is that it regards the production of space,resistance of space and space capitalization crisis as three logical steps dimension of space theory;it derives and explains the logic of capitalization and its inherent crisis in its deep inner-road space;it summarizes the theoretical framework of space theory for the governance dilemma of electric tricycle.
