摘要
航班正常统计工作是民航统筹规划的一项关键性工作,其根本目的是为各部门制定发展规划和政策法规提供理论依据。以我国历年航班正常统计办法发展为主线,同时分析国外航班统计工作情况,并对比国内外统计办法的差异,最终提出合理的建议,为我国民航航班正常统计办法的改革提供参考。
Flight punctuality statistics is a critical work for civil aviation planning, and its fundamental purpose is to provide a theoretical basis for the development planning, policies and regulations of business units. This paper mainly analyzes the development of flight punctuality statistics methods in China as well as the statistics of foreign flights, and the difference between domestic and foreign statistical methods are compared. Finally, reasonable suggestions are made, which provides reference for the reform of statistics methods of Chinese civil aviation flight punctuality.
