基层公安机关警务改革的基本范式--以辽宁义县公安局大警种大部门改革为例

Basic paradigm of policing reform in grassroots public security organs——Taking the reform of Yi County Public Security Bureau in Liaoning as an example

基层公安机关有相对独立的财权与事权。抓好县区公安局机构改革有利于模式迁移,服务公安改革系统工作。锦州市义县公安局先行先试,进行大警种大部门改革实践,取得了显著效果,受到辽宁省委、省公安厅高度评价。在总结义县公安局改革经验的基础上,结合政府综合配套改革思路,总结警务改革的"四步走"路径,提出县级公安机关警务改革的基本范式,并以此为契机,进一步探索我国基层公安机关深化警务体制改革的科学范式。

Grassroots public security agencies have relatively independent financial and executive powers. Grasp- ing the institutional reform of the County Public Security Bureau is conducive to the migration of models and ser- ving the system reform of public security. Yi County Public Security Bureau of Jinzhou first carried out the re- form and practice of big police departments and achieved remarkable results. It was highly evaluated by Liaoning Provincial Party Committee and Liaoning Provincial Public Security Department. On the basis of summarizing the reform experience of Yi County Public Security Bureau and combining the governmentg comprehensive reform i- deas, the author summarized the ＂four - stepped＂ path of policing reform and put forward the basic paradigm of policing reform at county - level public security organs. And it was taken as an opportunity to further explore the scientific paradigm to deepen the policing system reform in the grassroots public security organs in China.
