完善主办侦查员制度是我国刑事司法领域的一项重大改革,其目的是落实办案责任制,提高侦查员业务素质和职业责任心;其核心是落实责任意识,发挥主办侦查员在办案过程中的中心地位,提升公安机关的办案质量和社会公信力。作为一项以责任为中心的制度设计,主办侦查员制度体现了新时期公安机关积极改革、勇于担当的精神,也是司法领域改革中贯彻落实十九大精神的具体体现。充分发挥主办侦查员制度的作用,还需要尽快出台和完善与之相关的其他制度。
