监狱人民警察专业化建设路径探析

监狱人民警察队伍专业化建设,既是适应时代发展,提升教育改造工作质量,实现"治本安全观"的内在需求;也是监狱未来工作发展的必然趋势。应当在总结借鉴国外成功实践和国内有效经验的基础上,从对监狱人民警察队伍根据工作岗位性质进行专业化分类及在分类基础上进行专业化管理两方面入手,通过规范人才的引进标准,完善岗前培训与在职学习,加强日常管理,疏通人才流转的渠道和完善激励机制等具体措施,探索一条适合我国监狱人民警察队伍专业化建设的新路径。

The professionalization of the prison police force is not only an internal demand to adapt to the devel- opment of the times, to improve the quality of education and transformation and to realize the ＂fundamental safety concept＂ ,but also an inevitable trend for the future development of the prison. Based on summing up the success- ful practice of foreign countries and effective exploration in China ,proceed from the professional classification of the prison police force according to the nature of the position and the professional management on the basis of the classification. Explore a new path that is appropriate for the professionalization of the prison police force in China through specifying the standard to recommend talents, perfecting pre -positional training and on -the -job learn- ing, strengthening day - to - day management, clearing channels for the circulation of talents, and improving in- centive mechanisms, etc
