基于清标视角下工程项目招标定价评审风险控制研究

Research on Risk-control in Awarding Project Tenders Based on Bidding-clearing Procedure

由于现实中有太多的因素能够软化合同,使得施工方仍能对少报、漏报项目,甚至对中标承包价中已包括的内容进行签证补偿。如何防范非理性低价、不平衡报价,2015年《建设工程造价咨询规范》规定在招投标环节实行清标,将非理性报价者在评标之前剔除。该文从清标视角对工程项目如何甄别不合理定价,对招标定价进行合理性评审提出一点建议,旨在防范不平衡报价造成的危害。

Because there are too many factors in real practice that can soften the contract, it is possible for construction units to understate, omit project items or, further more, to modify the content included in the bidding price so as to get some compensation. How to prevent irrational low bidding price or unbalanced quotation？ In 2015, it is stipulated in Specification for Construction Engineer-ing Cost Consultation that bidding - clearing procedure must be carried out during the process of bidding so that those who offer irration-al bidding prices will be rejected before the awarding of tenders. Based on bidding - clearing procedure, this paper puts forward some proposals about how to identify irrational bidding prices for construction projects and how to reasonably decide a bidding price, attemp-ting to prevent the harm caused by unbalanced quotation.
