荷兰的空间规划管理体系及其启示

Dutch Spatial Planning Management System and its Enlightenment

完善空间规划管理体系对当前我国经济社会发展的意义重大,荷兰的经验值得借鉴。依托于国家、省、市镇三级政府的公共行政系统建立起的荷兰空间规划管理体系,兼具了鲜明的分权化特征与强有力的管控手段,从实践效果来看它是成功的。本文分析了荷兰空间规划管理体系的构成以及管理体系的运作方式,并在此基础上提出完善我国空间规划管理体系的建议。

For current economic and social development in China, it is of great significance to establish as complete a spatial planning management system as possible. The Netherlands has set us an example. Dutch spatial planning management system is based on its public administration framework which involves three levels of governments： national, provincial and municipal. This then contributes to the planning management system＇s feature of decentralization and powerful regulation, which in turn ensures effective planning practice. This paper manages to explore and clarify the structure of Dutch spatial planning system, as well as how planning powers work in the system. In the end, some related suggestions are summarized for the improvement of Chinese spatial planning management system.
