In this paper, based on the policy network theory, to conduct the thorough research to the college students＇ innovative undertaking policy in yunnan province, and connecting with the present situation of college students＇ innovative undertaking in yunnan, through to explain the framework For the college students＇ innovative undertaking policy change for empirical analysis.
