Improving Community Governance and Building a Shared Community—— A Case Study of Jianye District in Nanjing

社区是社会治理的基础平台,已日益成为各种利益的交汇点、各类组织的落脚点以及各种矛盾的聚集点。为了在实践中探索成功的社区治理模式,南京市建邺区积极推动社区治理创新研究与实践,采取多种举措完善社区治理,协调多种力量参与社区建设,以期实现政府治理与社会调节、居民自治的良性互动。本文分析了建邺在社区治理过程中面临的新问题,总结相关经验并提炼"建邺模式"的特色,最后从理论与实践方面探讨了改进建议。

Community is the basic platform of social governance. It has increasingly become the juncture of various interests, the foothold of various organizations and the gathering point of a kinds of contradictions. Jianye District in Nanjing has tried to explore a practical, successful and innovative mode of community governance. Various measures were taken to coordinate a variety of forces participating in community construction in order to achieve a positive interaction between government, society and residents. The paper analyzes new problems faced by Jianye in community governance, summarizes useful experience and refines the ＂Jianye model＂. Potential ways for improvement are also explored from both theoretical and practical aspects.
