输配分离电力市场中配电公司购电模型研究 被引量:2

摘要 伴随着我国电力体制改革的深入,配电公司需要面对日益复杂的电源市场,为了使配电公司在输配分离的电力市场中实现统筹兼顾及合理分配电力市场资源,本文结合输配分离电力市场特点,建立了配电公司的购电模型。模型综合考虑了配电公司从交易中心购电的成本、网损成本及发电厂直购电成本。另外,在模型中创新性地提出了交易中心电价波动风险系数及发电厂可靠性偏差风险系数以评估配电公司购电时所遭受的风险。最后,采用峰谷分时电价的形式以配电公司购电成本最小化为目标进行了算例分析。结果表明:配电公司应尽量选择可靠性高且距离较近的发电厂进行购电以减小可靠性偏差及网损带来的损失;在不同时段内配电公司需要通过合理分配从发电厂和交易中心的购电量来减小其购电成本。本文所建立的模型可以为配电公司在输配分离电力市场中制定购电策略提供了实际的指导意义。 With the deepening of the reform of Chinese power system, the power distribution companies need to face the increasingly complex power market, in order to allocate power companies in the power supply and distribution market to achieve overall consideration and rational distribution of power market resources. Established a power purchase cost model for the power distribution company. The model comprehensively considered the electricity purchase company's current market purchase price, network loss cost and direct power purchase cost from the power plant from the transaction center. In addition, the innovative model proposes trading center price fuctuation risk factor and power plant reliability deviation risk factor. To assess the risk that the placing company will suffer when purchasing electricity. Finally, using the form of peak-to-peak electricity price, the simulation analysis was performed with the goal of minimizing the purchase cost of the electricity distribution company. The simulation results show that the power distribution company should try to choose power plants with high reliability and close distances to purchase power; within different time periods, the power distribution company needs to rationally allocate power purchases from power plants and trading centers to reduce their power purchases cost. The model established in this paper can provide a basis for the electricity distribution company to establish a power purchase plan in the power transmission and distribution separation market.
