摘要
自2013年5月中国提出建设中巴经济走廊和孟中印缅经济走廊以来,中国在巴基斯坦的基础设施建设有了很大进展,为巴基斯坦经济的长期发展注入了新的活力,但孟中印缅经济走廊的建设却没有取得实质性进展。作为"一带一路"对接的两个重要项目,其建设顺利与否,直接影响到"一带一路"在南亚的对接。对接的障碍主要来自于宗教的政治化。"一带一路"的倡议对接,把克什米尔问题与中国、巴基斯坦和印度三个国家的利益联系在一起。克什米尔问题不会因为"一带一路"给当地带来巨大的经济利益而解决。"一带一路"可以和有意愿的南亚国家及其邻国先行对接,最终实现与南亚的整体对接。
Since proposing the construction of China-Pakistan economic corridor and China-India-Myanmar economic corridor in May,2013,China has made great progress in infrastructure construction in Pakistan,and has injected new vitality into the long-term development of Pakistan economy.However,no substantial progress has been made for China-India-Myanmar economic corridor.These two economic corridors are two key link-up projects of "the Belt and the Road",their construction has direct influence upon the link-up of "the Belt and the Road" in south Asia.The obstacles of link-up come mainly from the politicalization of religions.The link-up of "the Belt and the Road" has connected Kashmir issue with national interests of China,Pakistan and India.Kashmir issue will not be solved by the huge economic benefits of the locals brought about by "the Belt and the Road".The link-up of "the Belt and Road" can be first realized in countries in south Asia and their neighbors who are willing to do so,and in the end the integrated link-up in south Asia will be realized.
