摘要
青海藏区是全国藏区的重要组成部分,治理好青海藏区,对于新时代中国特色社会主义建设有着重要意义。进入新世纪以来,青海省各级政府通过实施教育优先发展的政策措施,大力发展藏区教育,取得了巨大的成绩,对于维护青海藏区社会和谐稳定做出了特殊贡献。新时代藏区教育发展已经到了从规模增长为主要矛盾转为质量提升为主要矛盾的新阶段,藏区教育优先发展政策也应该适时地进行调整和转向,即由以硬件设施建设为主的外延式发展模式转向以质量为前导的内涵式发展模式,通过建立有利于全面提高教育质量的教育政策体系和教育治理方式,满足各民族群众对优质教育的需要,为建设社会主义教育强国做贡献。
Tibetan area of Qinghai is an important part of the Tibetan areas in China. The good govern- ance of the Tibetan area in Qinghai has got great significance to the construction of socialism with Chinese characteristics in the new era. When entering the new century, the government at all levels in Qinghai have tried to develop the education of Tibetan area by the implementation of policy and measures which give priority to the development of education, now the Tibetan education has made great achievements, which has made special contribution to the maintenance of social harmony and stability of Tibetan area in Qinghai. In the new era, the education development in the Tibetan area has reached a new phase, it has changed from scale growth being the main contradiction into quality improvement being the main contradic- tion. The policy which gives priority to the development of education in Tibetan area shall also conduct timely adjustment and steering, namely, changing from the extensional development mode which focusing on the hardware facility construction into the connotative development mode which makes quality as the guide and aiming to meet the need for high quality education and making contributions to the construction of a super power in socialism education through the establishment of the education policy system and education management mode which are advantageous to the comprehensive improvement of the quality of edu-cation.
