雄安新区对京津冀公共安全协同能力影响及对策分析

Analysis on the Influence of Xiongan New Area on Public Security Cooperation Ability of Beijing-Tianjin-Hebei and Planning Suggestions

为探究雄安新区对京津冀城市群协同应对公共安全突发事件能力的影响,结合公共安全管理"一案三制"的核心体系和京津冀公共安全协同管理现状,对雄安新区在京津冀公共安全协同体系中的作用进行了分析,分析结果表明:雄安新区将分担京津冀风险,弥补三地协同发展的不足,在一定程度上重构公共安全格局。此外,雄安新区在未来建设中应当注重需求物资储备,建立协同指挥机构,编制应急联动预案,充分发挥新区优势,为京津冀公共安全协同发展提供助力。

In order to probe the influence of synergistic response of Beijing,Tianjin and Hebei urban agglomerations on public safety emergencies,combined with the core system of ＂ one case,three systems＂ of public safety management and current status of synergistic management in Beijing,Tianjin and Hebei,the role played by Xiongan new area within Beijing-Tianjin-Hebei public safety coordination system was analyzed. Results show that： Xiongan new area can share the risks of Beijing,Tianjin and Hebei,cover the shortage of synergistic development of these places,and reconstruct the public safety structure. In addition,Xiongan new area should pay attention to the material reserves in the future,set up synergistic commanding center,and formulate contingency plan,which can help to make full use of new district advantages and support the public safety synergistic development in Beijing,Tianjin and Hebei.
