摘要
对食品安全治理公众个体参与能力进行评价是科学制定公众参与能力提升计划、加强公众个体参与能力建设的前提和基础。在构建食品安全治理公众个体参与能力评价指标体系的基础上,首先设计了基于ANP-TOPSIS的食品安全治理公众个体参与能力评价模式,该评价模式采用调查数据,能更加客观地反映出公众个体的实际参与能力层次;其次运用网络层次分析法确定指标权重,使权重确定更加科学;最后将指标权重引入TOPSIS方法中,使评价结果更符合客观实际。实证表明,该评价模式能够有效评价食品安全治理公众个体参与能力,具有较强的应用价值,为食品安全治理公众个体参与能力评价提供新思路。
Assessment of the public individuals participation ability to food safety governance is important to make public individuals' participation ability plans and to strengthen public individuals participation ability building. On the basis of building an index system for the evaluation of public participation in food safety control. Firstly,assessment model of the public individuals participation ability to food safety governance was established based on the ANP-TOPSIS method. This assessment model adopted survey data of public individuals participation ability,which more objectively reflected ability hierarchy of public individuals actual participation. Then,index weight was calculated by the method of analytic network process,which makes weight assignment more scientifically. Finally,the TOPSIS method was improved by introducing index weight,which makes the results of assessment more scientific and even more truthful. Demonstration shows that this assessment model can effectively evaluate public individuals participation ability to food safety governance,and has obvious application value. This assessment model provides a new method for public individuals' participation ability to food safety governance.
