国有林场改革后的森林经营方案编制——以含山县太湖山林场为例

Formulation of the Forest Management Plan after Reform of the State-owned Forest Farm——A Case Study of Taihushan Forest Farm of Hanshan County

含山县太湖山林场于2017年完成国有林场改革,先期编制的森林经营方案不能适应改革后的林场发展总体要求,必须按照改革对国有林场的功能定位重新编制森林经营方案。森林经营方案重新编制中应针对林场经营中存在的森林资源质量不高、林区基础设施建设薄弱、森林景观及旅游基础设施不足等问题,在森林资源二类调查方法基础上,合理制定森林经营方针、目标及本经理期工作重点,努力提高森林经营方案编制的科学性、合理性,确保森林经营方案各项措施在实际生产中的执行运用。

Taihushan Forest Farm of Hanshan County completed reform of the state-owned forest farm in 2017 and its forest management plan formulated earlier could not meet the overall requirements for development of the reformed farm and should be re-formulated according to its functional position. In reformulation of the forest management plan,forest management policies,goals and present management-period work priorities should be rationally formulated aimed at the existing problems including low-quality forest resources,poor infrastructure construction in forest areas,insufficient forest landscape and tourism infrastructure,and based on Class II forest resource inventory method,striving to make formulation of the forest management plan more scientific and rational and ensuring that the various methods in the plan could be implemented and applied in actual production.
