摘要
我国沿海雾区分布情况为:每年一月至四月为南海雾季,台湾海峡二月至五月,东海三月至六月,黄海四月至八月,其中雾季最盛期从南海的二月至四月逐渐后延到黄海的七月至八月,且平流雾域最多的海域为浙江沿海岛屿,每年可达150天雾日。持续不断的大雾天,导致海警舰艇在任务执行过程中无法准确掌握周围海域的船舶驾驶动态,突发性碰撞事故的产生几率较高,在某种程度上严重影响了海警舰艇及过往船舶的航行安全。鉴于此,文章以安全为前提,深入挖掘大雾极端恶劣天气产生的原因及消极影响,对海警舰艇大雾天气条件下的驾驶策略和驾驶技术进行系统研究,并探讨如何通过驾驶规避航行中的各种风险,旨在有效提高海警舰艇航行任务时的安全性及有效性。
The distribution of foggy zones along the coast of China is as follows: January to April each year is the foggy season inthe South China Sea, February to May in the Taiwan Strait, March to June in the East China Sea, and April to August in Yellow Sea.The peak of the foggy season is gradually extended from February to April in the South China Sea to July to August in Yellow Sea,and the sea area with the most advection fog region is the coastal islands of Zhejiang Province, which can reach 150 days of foggydays every year. Because of the continuous fog, the marine police warships are unable to accurately grasp the ship driving dynamics inthe surrounding waters during the course of the mission, and the probability of sudden collision accidents is high. To some extent, ithas seriously affected the navigation safety of marine police vessels and passing vessels. In view of this, based on the premise of safety,this paper deeply probes the causes and negative effects of heavy fog extreme weather, and makes a systematic study on driving strate-gy and driving technology under foggy weather conditions of marine police warships. It also discusses how to avoid the various risks innavigation by driving, in order to effectively improve the safety and effectiveness of the marine police vessels sailing at any time.
