摘要
我国现阶段事故调查处理的主要任务是查明事故原因,认定事故性质与责任,提出防范措施,以防事故再次发生。文章通过对事故调查处理方法的讨论,提出了一个新的事故调查处理的思路及方法,即基于风险管理的过程控制的方法与模式。通过具体事故案例的采用两种处理模式的分析对比,最后得出结论,风险过程控制的理论在事故调查与处理的应用,能更全面地实现事故预防的目的。
The main task of accident investigation and handling in our country at present is to find out the cause of the acci-dent,determine the nature and responsibility of the accident,and put forward the preventive measures to prevent the accident fromhappening again. By discussing the methods of accident investigation and treatment,this paper puts forward a new method of acci-dent investigation and treatment,that is,the method and mode of process control based on risk management. Through the analysisand comparison of two kinds of treatment modes of specific accident cases,it is concluded that the application of risk process con-trol theory in accident investigation and treatment can achieve the purpose of accident prevention more comprehensively.
