新时代对强化水利部直属项目站质量监督工作的思考

Reflections on strengthening quality supervision of subordinate project stations of the Ministry of Water Resources in the new era

党的十九大报告把水利摆在九大基础设施网络建设的首位,水利进入适应经济发展新常态、加快推进节水供水重大水利工程建设的新时代,水利工程建设质量监督工作面临重大考验和挑战。总结分析了开展大规模水利工程建设以来水利部直属项目站质量监督工作的实践经验,就强化政府监管、创新质量监督体制机制,深入推进水利工程建设质量监督工作进行了思考,提出了进一步加强工程质量监督管理的建议。

In the report of the 19 th National Congress of the Communist Party of China, water conservancy ranks first in the construction of the nine major infrastructure networks. While water conservancy has entered a new era of adapting the ＂new normal＂ economy development and accelerating the construction of major water conservancy projects for water saving and water supply, there are still many difficulties and challenges to face in quality supervision of water conservancy projects. This paper summarizes and analyzes the experience of quality supervision work carried out by subordinate project stations of the Ministry of Water Resources since the start of large-scale water conservancy projects. Reflections have been made on several issues including strengthening government supervision, innovating management system and mechanisms, and further advancing the construction quality supervision of water conservancy projects. Recommendations have been proposed to further strengthen management of quality supervision.
