水利PPP项目投融资和财务方案编制问题探讨与建议

Issues related to finance and financial plans of PPP project for water conservancy

我国目前的PPP相关政策提出了实施方案编制框架,尚未有具体编制办法。基于现有规范文件,梳理水利PPP项目投融资和财务方案的编制依据、框架和深度控制方式,并依据对现存问题的分析提出尽快出台实施方案编制办法的建议。

Although the relevant policies provide framework for the preparation of implementation plan of PPP project for water conservancy, no specific methods are stipulated. Based on the current regulations, a systematic review has been made on the compilatory basis of finance and financial plans of PPP project for water conservancy as well as framework and depth control mode. It is recommended to accelerate publication of methods for preparing implementation plans based on analysis of challenges at present.
