少数民族地区精准扶贫实践与优化策略研究——以连山壮族瑶族自治县为例

Study on the Practice and Improvement of Policy of Taking Targeted Measures in Poverty Alleviation in Minority Areas: A Case Study of Lianshan Zhuang and Yao Autonomous County

连山壮族瑶族自治县在实施精准扶贫中,实现了扶贫对象瞄准方式复合化、扶贫手段差异化、扶贫管理精细化和扶贫考核全面化,但在对贫困的认识、扶贫手段的持续性、扶贫成效的平衡性和社会参与方面存在不足,可通过改进贫困测量方式、实现特色经济可持续发展、重视公共服务均等化和鼓励社会力量参与的方式予以优化。

To achieve the goal of building a well-off society in an all-round way,the poverty alleviation action in ethnic areas has stepped into the targeted measures stage. When implementing the poverty alleviation policy,the Lianshan Zhuang and Yao autonomous county has actualized the targeting process comprehensively,the poverty alleviation method differently,the management precisely and the assessment all-rounded. However,there still remain some defects in the fully-understanding of poverty,the sustainability of the poverty alleviation method,the imbalance of the effect and insufficiency of the social participation. By improving the measurement of poverty,developing the distinctive economy,emphasizing the equalization of public service and the encouraging the participation of social publics,the policy can be promoted.
