民主政体最佳状态便是法治,即将民主政治进行法律化。但对于现今的民主政治而言,实际上是政党政治。其核心在于政党在进行活动时必须遵循民主及法治,这就需要执政党带领人民建立科学、完善的法律体系,并且其政党的所有活动都必须遵循法律。所以,从某种意义而言,对法治国家进行的相关建设即对政党进行民主建设和法治建设。因此,对于法制国家的相关建设问题,需要以政党为视角进行思考,并且努力实现"以法治党"这一伟大目标。

The current democratic politics is actually the party politics, and its core lies in observing democracy and the rule of law when the party taking activities, which requires that the ruling party should lead the people to establish a scientific and perfect legal system, and that all the activities of the party must follow the law. Therefore, in a sense, the relevant construction in the country under the rule of law is the democratic construction and the construction of rule of law for the party.
