贫困地区基层文化队伍建设困境与对策探究

The Construction Dilemma and Countermeasures of Basic Level Cultural Team in Poverty-stricken Areas

有效推进贫困地区基层文化队伍建设,增强基层文化工作者对文化精准扶贫政策的执行能力和公共文化服务能力是实现文化扶贫由粗放向精准推进的关键。整体而言,我国基层文化工作者普遍匮乏,贫困地区更甚,基层文化队伍扶贫能力整体较弱。梳理了我国农村贫困地区的基层文化队伍建设现状,总结了贫困地区基层文化扶贫工作中存在的原有文化队伍老龄化严重、本土人才供不应求、引进人才流失率高等普遍性突出问题,在剖析原因的基础上有针对性地提出建议。

To effectively promote the basic cultural construction in poor areas, strengthening grassroots cuhural workers＇ policy implementation capacity is the key to realize the cultural poverty alleviation from extensive to accurate. In our country, the general lack of grassroots cultural workers in poor areas is more serious in poverty-stricken areas. This paper introduces the construction of grass-roots cuhural team in poor rural areas of our country, summarizes the existing common problems, puts forward suggestions.
