新疆塔城市农户土地规模经营调查与分析

Investigation and Analysis of Farmers' Land Scale Management in Tacheng, Xinjiang

通过分析新疆粮食主产区塔城市农户土地规模经营现状,探讨现阶段农户土地规模经营的影响因素,以形成科学合理的农地流转机制,从而推进新疆粮食主产区土地规模经营、保障粮食安全。采取问卷调查的方式对塔城市的341户农户进行调研,分析塔城市的336户种粮农户的农地经营现状。塔城市农户耕地面积不断增加,但农地细碎化问题依然存在,阻碍了农村土地规模经营。据此,提出了通过激励流转行为、规范土地流转市场、完善流转机制等政策来激励农户规模经营,促进科学合理的农地流转价格机制的形成。

Through the analysis of major grain producing areas of Xinjiang province Tacheng city land scale operation status, to investigate the factors influencing farmers＇ land scale management at this stage, to form a scientific and reasonable mechanism of farmland transfer, so as to promote the scale of operation, the main grain producing area of Xinjiang land to ensure food security. A questionnaire survey was conducted on 341 households in the city of tower, and the status of farmland management of 336 grain farmers in the city was analyzed. The cultivated land area of farmers in Tacheng increased continuously, but the problem of farmland fragmentation still existed, which hindered the scale management of rural land. Based on this, the paper put forward relevant countermeasures and suggestions, such as encouraging circulation behavior, standardizing the land circulation market and perfecting the transfer mechanism, to promote the scale operation of farmers, and promote the formation of scientific and rational price mechanism of farmland transfer.
