创新券激发“双创”新动能的机制创新及对策——以浙江省创新券的推广应用为例

Mechanism Innovation and Countermeasures of Innovation Voucher to Stimulate New Kinetic Energy of “Double Innovation”:An Example of Popularization and Application of Innovation Vouchers in Zhejiang Province

以浙江省创新券政策持续激发"双创"新动能为例,通过推进普惠性、"放管服"(简政放权、放管结合、优化服务)、"双融合"(科技属性与经济属性融合、创新目标与创业目标融合)三大机制强化、深化、优化创新的研究分析,提出创新券推动"双创"纵深发展的对策建议。

By taking the innovation voucher policy continuously stimulating the new kinetic energy of ＂double innovation＂ of Zhejiang province as an example, this paper researches on how to strengthen, deepen and optimize the innovation through the furtherance of three mechanisms ： inclusiveness ; simplifying the administration and delegate power, to regulate impar- tially and promote fair competition, to provide efficient services and to create a convenient environment; integration of sci- ence and technology attributes and economic attributes, integration of innovation goal and entrepreneurial goal. Based on a- nalysis, the paper puts forward countermeasures and suggestions to promote the deep development of ＂double innovation＂ by innovation voucher.
