欧美“天空开放”及其启示

The Open Skies in Western Countries and the Implication

国际航空运输是与生产分割为特征的当代经济全球化相适应的运输方式，欧美国家为了获得经济全球化产业链的利益，积极推进国际航空运输的“天空开放”。欧美的“天空开放”各有侧重点，没有一个固定模式。中国需要确立一个透明的持久的国际航空运输政策目标，在兼顾各方利益基础之上，更为关注经济全球化下对高效和便利的国际航空运输的需求，服务国家的产业结构调整和升级。

International air transportation is a transportation mode fit for the current economic globalization featured by the production fragmentation. Western countries are in active to promote the Open Skies of international air transportation to obtain the benefits incurred from the production chains in economic globalization. The Open Skies in different Western countries are embodied different characteristics. China should set a transparent and sustainable goal for international air transportation policies which must coordinate the interests of all the stakeholders, pay more attention to the demand for the efficient and convenient international air transportation and are at the service of industrial structure adjustment and upgrading.
