亚洲能源合作亟待构建和创新机制化议程

The imperative construction and innovation of institutionalized agenda in Asia's energy cooperation

在国际能源格局变化和世界能源转型之际,亚洲能源发展正处在利好和挑战因素交织的十字路口。由于与国家战略紧密契合,亚洲各国有加强能源合作的强烈诉求,深化能源合作将为亚洲区域合作注入新的动力。然而,当前亚洲能源双边合作虽渐趋完善,但合作层次尚需提高;次地区能源多边合作机制只具雏形,亟待完善;同时亚洲地区至今仍缺失标志性和规范的泛亚能源合作机制。应与时俱进,以创新思维来引领构建亚洲能源合作机制的进程。建议:1)搭建政府间的合作平台,自上而下推动实施地区能源合作;2)搭建民间及社会组织和能源业界的行业联盟,自下而上推动地区能源合作;3)探索以企业合作为先导的新型合作模式;4)充分发掘亚洲现有能源合作机制的作用和潜力。

Asia＇s energy development is at the crossroads of positive and challenging factors at a time when the international energy landscape and world energy is transforming and changing. Energy cooperation, the strong impetus for regional cooperation in Asia, is closely aligned with the national strategies. Although the current bilateral cooperation in energy cooperation in Asia is improving, the level of cooperation needs to be improved. The energy multilateral cooperation mechanism in the sub-region is only in embryo and needs to be perfected. It is still missing the signature and normative Pan-Asian energy cooperation mechanism. The process of building an Asian energy cooperation mechanism should be guided by innovative thinking, the paper suggests building a platform for cooperation between govemments and promoting regional energy cooperation from top to bottom; building an industry alliance of civil and social organizations and energy industries to promote regional energy cooperation from bottom to top; exploring the new cooperation model with enterprise cooperation as the pilot; fully exploring the role and potential of existing energy cooperation mechanisms in Asia.
