中国能源安全是一个包含能源供应安全、消费安全、使用安全和经济安全的综合安全体系。随着国内外环境的变化,中国能源安全现状出现新特点,主要矛盾也发生转变。能源供给安全的主要矛盾由外部转向国内,能源消费安全的主要矛盾由消费总量转向消费结构,能源使用安全的主要矛盾由供需失衡转向平等环保,能源经济安全的主要矛盾由要素投入转向经济结构。面对这些变化带来的挑战,中国应当紧握本土能源增产这一抓手,以优化能源消费格局为主线,致力于增加现代能源供给并且加强能源科技创新,坚持推进经济结构调整,转变经济发展方式,综合维护中国的能源安全。
