摘要 本文介绍了系统理论对标准化管理的影响,并总结了我国标准体系研究及实践的类型及特点。研究发现,现有标准体系仍存在整体意识相对薄弱、需求收集不充分等问题,采用系统论的方法可以较好的解决这些问题。本文以系统论为基础,借鉴Paul McNeillis博士和Jon Holt博士的标准群框架构建方法,提出标准体系构建的"4C"法,并以节能领域标准体系为例,介绍"4C"法的应用,希望对标准体系构建过程产生借鉴意义。 This article introduces the impact of system theory on standardization management, and summarizes the types and characteristics of the study and practice of Chinese standards systems. According to the study, there are still some existing problems, such as the weakness of system thinking and the insufficiency of demands collection, while the application of system theory methods can well address these problems. Based on system theory, this article refers to Dr Paul McNeillis and Dr Jon Holt's approach in modeling the framework of standards group, and presents the “4C”method in establishing the standards system. Taking the standards system in energy saving field as an example, it demonstrates the application of“4C” method to provide reference for the process of standards system building.
