内蒙古自治区学前教育经费投入规模与来源结构分析——基于2010—2015年的面板数据

An Analysis of the Input Scale and Source Structure of Preschool Educational Funds in Inner Mongolia Autonomous Region——Base on Panel Data of 2010-2015

合理的内、外部教育经费结构和稳定的教育经费来源是学前教育健康发展的重要保证。2011—2016年《中国教育经费统计年鉴》公布的内蒙古自治区学前教育投入的数据显示,内蒙古自治区学前教育经费投入规模过小。在投入结构上,从外部看,内蒙古自治区学前教育经费投入与其他四级教育经费投入相比偏低;从内部来看,内蒙古自治区学前教育经费没有形成多元化来源格局,公共财政预算教育经费和学杂费是内蒙古自治区学前教育经费的主要来源。为此,内蒙古自治区应继续加大对学前教育的财政投入、合理调整各级教育经费投入比例,并采取多种措施,拓宽学前教育的经费来源。

Reasonable internal and external structure and stable source of educational funds are the important guarantee to the healthy development of preschool education. According to the public data of China Educational Finance Statistical Yearbook（2011-2016）,preschool educational investment of Inner Mongolia is too small. Externally,in terms of input structure,its preschool educational investment is on the low side compared with other four levels of education. Internally,it has not developed a pattern of diversified sources in preschool educational funds,with its sources mainly coming from the budget of public financial educational funds and miscellaneous fees. Therefore,it should increase financial input in preschool education,adjust reasonably the proportion of financial investment for all levels of education,and take various measures to broaden the source of preschool educational funds.
