谈判药品纳入医保管理的实践研究

Practical Study of Bringing Negotiation Medicine into Health Insurance Management

目的了解谈判药品准入医保的实践,为进一步完善谈判药品医保管理政策提供理论依据。方法梳理搜集国家及各省份谈判药品的政策,对前期开展高值药品谈判的典型案例进行整理分析,并进行相关知情者访谈。结果谈判药品纳入医保管理政策各地均已出台,前期实践表明,谈判药品纳入医保管理后,社会效应好,但可能会导致被释放需求增加。结论应做好谈判药品相关管理工作,加强监管,保障基金的可持续性发展。

Objective To understand the practice of bringing negotiation medicine into health insurance,and to provide theoretical basis for further perfecting the health insurance management policy of negotiation medicine. Methods Collecting the negotiation medicine policy of the state plus the provinces and cities,collecting and analyzing the typical cases of high-value drug negotiation in the early stage,and conducting interviews with relevant people. Results Bringing the negotiations medicine into all parts of health care management policy has been issued,and the early practice shows this policy produces good social effect,but may lead to increased demand of release. Conclusion It is necessary to do well in the related management of negotiation medicine,strengthen supervision and guarantee the sustainable development of fund.
