国家陆地搜寻与救护基地(河北基地)工程设计与思考

摘要 近年来我国各种自然灾害和重、特大安全生产事故时有发生,并且呈现出常态化、多样化、复合化的特点,在这一背景下,国家公安部在全国范围内布局建立国家陆地搜寻与救护基地。在介绍大量国内外搜救基地规划建设情况的基础上,结合河北基地工程设计实例,提出基地的选址、规划布局、建筑功能等均应以快速响应、快速集结为出发点,模拟训练设施的设置应充分考虑辖区灾害类型、发生频率及危害性,并为远期扩建预留场地,在保障快速响应与技战术训练的同时,还应兼顾面向公众的防灾减灾教育功能,同时应对训练设施的场景真实性、可持续性、次生灾害模拟以及节能环保等予以关注。 In recent years,various kinds of natural disasters and serious accidents have occurred in China,and show the characteristics of normalization,diversity and complexity. The ministry of public security plans to build urban search and rescue training center. Based on the planning and construction conditions both in domestic and foreign countries,combined with the Hebei base project,the paper proposed that site selection,layout,building function should be to respond quickly and quickly assembled as the most important things to be considered,the regional disaster types and occurrence frequency should be fully considered,as well as the reserved sites for long-term expansion. Besides,the education of disaster prevention and reduction for the public should also be taken into account. The training facilities scene's authenticity,repeatability,secondary disaster simulation,energy saving and environment protection shoud also be payed attention.
