摘要
随着"一带一路"的不断前行,中国企业在国际工程项目市场发展蓬勃,对于技术和工程基础薄弱的发展中国家,工程项目承发包通常为EPC模式为主。EPC项目具有持续时间长、风险因素多和工作界面复杂等特点,但与高风险相对应的是千亿美元的市场和丰厚的利润回报。根据工程造价形成规律,前期投标阶段进行风险因素分析和风险管理,对预测成本构成,控制项目总成本有着重要的影响。以巴基斯坦某炼厂投标项目为例,浅析海外EPC项目在投标阶段的风险分析及其管理。
With the continuous development of " The Belt and Road ", Chinese enterprises have enjoyed a booming market in international engineering projects. For developing countries with weak technical and engineering foundation, projects have been often awarded by EPC package. EPC projects have the characteristics of long duration, multiple risks and complex working interfaces, however, corresponding to the high risk, hundreds of billions US dollars market and high profit rate still deserve trying. According to the regular pattern of project cost formation, the bidding phase has an important influence on analyzing risk factors, forecasting cost components and controlling total project costs. In this paper, a tender project in Pakistan was discussed as an example to analyze the risk analysis and management in the bidding stage of the overseas EPC project.
